Russian attacks targeted civilian rescue vehicles

The danger to rescue vehicles in Ukraine has increased considerably due to the increased use of Russian drone attacks.
These attacks are also increasingly targeting civilian rescue vehicles, further exacerbating the humanitarian situation.
In the period from December 29, 2023 to January 8, 2024 alone, hundreds of civilians were killed or injured by drone and missile attacks (The United Nations in Ukraine) (UN News).
In December 2023, at least 592 civilian casualties were counted, including 86 dead and 416 injured (UN News).
Such attacks not only cause immediate casualties, but also hinder rescue operations and endanger the lives of aid workers and the injured.
The drones attack without distinguishing between military and civilian targets, posing a significant threat to humanitarian operations.
Rescue vehicles that evacuate wounded people from war zones or provide medical care in affected areas are particularly at risk.
The targeted attacks on these vehicles by Russian drones make rescue efforts considerably more difficult and endanger the lives of those who need help

  • Increase in civilian casualties: The attacks on rescue vehicles have led to a significant increase in civilian casualties.
    In December 2023, at least 592 civilians were killed or injured by drone and missile attacks, an increase of 26.5% compared to the previous month (UN News) (UN News).
  • Damaged rescue vehicles: Reports show that over 200 rescue vehicles were damaged or destroyed by drone attacks in 2023.
    This has significantly impacted the efficiency and responsiveness of emergency services (UN News) (UN News).
  • Regional distribution of attacks: Most drone attacks on rescue vehicles were reported in the eastern and southern regions of Ukraine, particularly in the areas around Kharkiv and Dnipro.
    These regions are particularly vulnerable due to their proximity to the front lines (UN News) (UN News).

In response to this threat, the Ukrainian armed forces and their international partners have developed various technologies and strategies to protect rescue and evacuation vehicles:

  1. Electronic jammers (jammers): These devices emit electromagnetic signals that interfere with the drones’ communication and navigation.
    NATO has supplied Ukraine with hundreds of such jammers for military units, which are specially designed to disrupt the drones’ navigation and thus render them harmless.
    However, civilian rescue transports have not received any devices.
    Civilian rescue operations therefore urgently need such devices
  2. Mobile drone defense systems: Local Ukrainian companies have developed advanced systems that create protective domes around the vehicles.
    These protective domes interfere with the drones’ radio and satellite navigation, making the vehicles less vulnerable to targeted attacks.
  3. International innovation: German companies and other countries have developed drone defense sensors and technologies that help to strengthen security measures for mobile units such as emergency vehicles.
    These technologies are particularly important to ensure that convoy-free evacuations and medical transportation can be carried out safely.
    But every system needs to be purchased.
