The Angel's Club: regional, national, international

Search for children, find children and protect children

Abducted, indoctrinated and forcibly educated

The parents were murdered in the war, the children deported to Russia as spoils of war.

Tens of thousands of Ukrainian children and young people were systematically deported to Russia in the course of the Russian attack on Ukraine on 24.02.2022. A particularly alarming form of this is the indoctrination and forced education of Ukrainian children in Russia. It is estimated that around 20,000 children have so far been abducted from the occupied or temporarily occupied territories.

Everything was taken away from these children: their families, their homes, their land

The fate of most of them remains uncertain, with only a small number of around 400 children having managed to return to their homes and families so far. A vanishingly small proportion. It is extremely difficult to find out where these children have been abducted to and how they can be returned to their parents in Ukraine.

Those who have returned tell of the terrible conditions in re-education camps, of propagandistic influence, abuse and violence.

This large-scale abduction of minors constitutes a clear war crime and has caused worldwide horror.

Re-education camp

Most of these children end up in “re-education camps”, are illegally adopted by Russian families or disappear from the scene altogether. The aim of the abductions is, among other things, a “pro-Russian patriotic” and military-like education. Anyone who speaks Ukrainian or refuses to sing the Russian national anthem every day is severely punished. The aim of military-style education is to train these young people as future soldiers who will fight against Ukraine.

But the number of unreported cases is many times higher

The current situation regarding the whereabouts of many children, especially the youngest, remains largely in the dark. It is known that Russia gives these children new identities and issues new passports for them. According to the latest findings of the UN Committee on the Rights of the Child in January 2024, Russia has issued over 49,000 passports to Ukrainian children.


Even the Russian government speaks of an incredible 700,000 children and families who were deported to Russia. Housed in internment camps, the Ukrainians do not know what their future holds.

The Humanitarian Research Lab at Yale University has carefully analyzed Russian open-source data and found that at least 130,000 Ukrainian children were deported to Russia. There are even higher estimates.

A new passport and released for adoption

These children are witnesses to Russian war crimes: Abduction, mental torture as well as sexual abuse and denial of medical help in the camps. That’s why Russia won’t let them go.

It is well known that in Russia many infants are quickly given up for adoption illegally and against their parents’ will. They are officially listed and offered in the Russian state databases. A suitability check of the adoptive parents is usually not carried out, so many children and young people find themselves helplessly at the mercy of domestic violence. Sexual and physical violence is a daily reality.

How can the children and young people be returned to their parents?

In their desperation, some children look for individual helpers whose contact details they know, but only if they have access to a cell phone. These helpers then endeavor to determine the whereabouts of the children, which in itself is a time-consuming and complex matter.

The helpers and parents are dependent on the cooperation of the Russian authorities

However, cooperation with the Russian authorities is essential in order to bring the children back home. The relatives must visit the office of the Children’s Rights Commissioner and prove that they have custody. Unfortunately, this process is extremely difficult in most cases. Even if the Russian authorities approve such an application, the children still have a long way to go to return safely. Due to the uncertainty at the front, they have to travel via Belarus, Poland and other countries, which is associated with numerous risks and challenges.

What are the costs of a retrieval operation?

In addition to issuing numerous documents, costs are incurred for the journey through numerous countries, accommodation in the individual stages as well as on site and meals. Depending on the cost, this means that around 3,500 – 4,000 euros are incurred per child or young person, which the mothers cannot afford.

The mothers’ journey – dangerous, exhausting and expensive

Russia has allowed the return of children to Ukraine, but the mothers have to undertake a challenging journey to reach the gates of the Russian homes.

Only a few aid organizations support these mothers financially on their journeys to Russia, which often take long detours. As fathers of military age are not allowed to leave Ukraine due to martial law, mothers are forced to travel alone.

They travel thousands of kilometers in buses on a secret route to enter Russia. Once there, they must visit the homes where their children are believed to be and identify themselves as having parental authority. This task requires a large number of documents and represents a major challenge.

The Russian authorities’ game of cat and mouse

The first Ukrainian children disappeared during the withdrawal of Russian troops from the north-east around Kharkiv in September 2022. The Russian occupiers took them either to occupied Crimea or to Russia before the Ukrainians regained control of towns and villages in the region. Some children are moved from home to home, which makes finding them a challenge. Many people don’t have their own cell phone and others have their smartphones taken away. In addition to the Luchystiy vacation camp in Crimea, there are also other children’s camps such as Dream and Friendship. The constant relocations to different regions of Russia not only make it difficult for parents to find their children, but also prevent them from finding stability and getting to know new caregivers.
